In older men with an enlarged prostate, urination becomes frequent and urgent. When the need arises, a release must be made right away and a convenience may not be nearby. If done discreetly, this falls far short of a crime and should be considered a medical issue. Can I be fined for a bloody nose in the street?

What about young kids who can not hold it? I must have pulled over onto a shoulder at least 10 times since my kid was born. Takes one minute, problem solved. OMG this can cost me? Wouldn't the cop understand the needs of a young child? I hope so.

This stuff is mostly enforced after the bars close for the evening.

Town ordinance in Secaucus. Years ago a Complaint Summons was used (CRD form) but that was just too much effort. Fines vary from location to location. Usually not a big issue when done with some effort to concern. But when the drunks leaving the bars do it in the parking lot in full view of everyone, some offense is taken.

I can understand their concern in Secaucus, it's the odor that is troublesome. It took the town a half century to rid the sewage and pig farm and land fill aroma. When I was a kid you had to hold your nose to pass through the town. Phew...really. Well they've turned that around and made a nice and fresh air town. They should only ticket those who fart.
