New Jerseyans paid an average of $1,103.53 per vehicle in annual auto insurance premiums in 2007, making the Garden State once again the most expensive state in the country, though rates have been declining, according to a report out today from the National Association of Insurance Commissioners.

Liberty Mutual, being a "mutual", does the same thing. Usually they apply anything I have coming back to my last bill or the first bill of the new policy year, which for me is in June. On top of that they have been extraordinarily awesome in terms of their service, and I've had them all my driving life.
I think it only makes sense to get insurance through a mutual like Lib. Mutual or NJM, since there is always the chance of that refund.
My insurance actually just went up about $11/month. I called Progressive and they told me that statewide their insurance went up for everyone living here.

If you go with a mutual, they may raise rates but at the end of the year, if they have money left, they refund it directly to each customer.
