I'm in front of Sky right now. The building is still nowhere near complete. I guesstimate that they'll start to move people in by Summer, but the actual building itself won't be completed til 2017
It's probably too early to start processing people. Even if they found candidates who qualify now, most of the paperwork would have to be redone closer to move-in.
