Hi Bob! I can't answer your question, but I agree it is so weird to see people from the 1970s "on hold." (My daughter is on the one-bedroom list.)
My feeling is that those folks have moved away, died, or are no longer interested. But I have an acquaintance who didn't reply to a mailing from PS last summer, and she was removed from the list. So I don't know why these other people are still on.
Another mystery to me is how someone could be number 15 in a group to view seven apartments, and end up with a choice of four! (I'm making these numbers up, but they are in line with what I've seen here.) Where did those people go? You're only allowed to turn down one apartment.
I know for my daughter's list, a poster here with a number in the mid 80s (actives only) got called to view apartments recently, so that is the beginning of the 2019 list. So there is progress.
I think there are fewer two-bedroom units than ones, so that may account for why your list isn't moving so fast. Also, the pandemic threw a huge monkey wrench into everything. I know for a while PS wasn't doing any apartment renovations or move-ins, causing lots of delays.

Has anyone from the 2019 lottery been called for the 2 bedrooms?
We've been checking every few weeks and have seen some movement, but it's weird seeing 44 external applicants who are active from prior to 2014 and another ~130 active from 2014 including lottery #10 from that 2014 lottery. ....
I'm a 2014 2-bedroom waitlister. When the lists were originally pulled, I was in the low 600s. Now, according to the portal, I'm the low 100s. However.... a two+ years ago (pre-pandemic), I had emailed them to see where we REALLY were since we were considering moving from our then-apartment and didn't want to if we were going to get called soon. Our list number, according to the human on the other end, was in the 60s, while in the portal it showed 120s. The 2-bed list does move wayyyyy slower than the studio or 1 beds. My theory is that folks in the 2 beds tend to have kids, who live at home for a long time. After the kids grow up, the parents downgrade or move.
Basically my point is that it's all a mystery. We can all guess and speculate, but really it's whenever we get the "call". If you are from the 2019 2-bed group, it may be a ways away yet. I've been on the list for 7 years (with a slew of more 2014 folks behind me) and wouldn't be surprised if we had to wait another couple of years before getting called.
The one-bedroom list seems to be moving really fast all of a sudden!
Holian, who is one of the first 2019 people and in the 80s on the active-application list, posted in late May that he (or she) had gotten an email requesting documentation. Now PennSouthGroupie, who is around 150 on the active list, has gotten a pre-screening request. That's 70 people in three months! As usual, the question is, where did these people go? Or maybe PS got up to speed with fixing up the vacant apartments after the pandemic slowed things down.
I'm wondering if there's also movement on the studio and two-bedroom lists.

I'm not sure if they recently updated the list or not, but I think i just moved up about 40 spots on the 1 BR list if I'm not mistaken. Looks like they're making some progress
