Me too. I agree that it is unfair.

My brother got our grandparents' apartment in our ML, but that is because he literally moved in with them. I think two years is a fair ask for succession.

That would be like nycha, where apartments stay in the family for generations.

People succeed in MLs all the time as well. If someone is actually living in the apartment when the tenant of record leaves, I see no problem with it. But soooo many people are scamming.

You may want to wait on going on hold until your list position gets closer to the top. Why? Because the hold is only good for five years. Your wait could be close to that, then you will have less flex with your hold.
