Here is my theory about the waiting list:
There are many people on the list from years ago who are listed as “active” but are not truly active. I think PS has tried to reach them but did not get a reply. I'm guessing that PS is reluctant to actually remove them from the list.
There are many people on the list listed as “on hold,” and my theory is that years ago, there was no five-year limit for being on hold.
I think that at some point in the not-too-distant past, PS made an attempt to purge these people off the list and was successful. If you read the Penn South 2014 lottery thread, people there report moving up hundreds of places all of a sudden.
Also, a friend of mine was called to view apartments a couple of years ago and wasn't ready. She tried to put her application on hold but was told she couldn't, once she was called. I don't know how long she was on the list, or if she was on hold previously. But obviously, in PS's opinion, it was, “Fish or cut bait.” (That's the clean version.) She refused the apartments and was told “buh bye.”
As far as calculating where you stand, one way is to pay attention to this forum and, with luck, someone will come here to report. For instance, MollieMay said she was called to view one-bedrooms when she was in the mid-65s on that list. That is super helpful information. Assuming there are about 70 one-bedrooms in PS that are vacated each year (judging from 2016, the last year I saw info for), you can do a back-of-the-envelope calculation.
As far as my daughter is concerned, she is in luck, because shadypinesma is a couple of places ahead of her on the one-bedroom list, and I am counting on shady to let us all know when she's called!
