The best would be Harborview Terrace in Manhattan, but the reality is that it's nearly impossible to get in. I would look into Forrest Homes or even a Mitchell Lama development.

For Queens, in terms of safety, Pomonok or Woodside Houses would be best.

Isaacs houses and Holmes Towers are in the best neighborhood, the Upper East Side. They have better view than many million-dollar condos. Someone else could comment on the inside condition since I don't live there.

i say throggs Neck or any other place you have to travel. trouble dont like to to go far if you know what i mean. it maybe a hike from work daily but to have peace of mind is priceless!! and i never lived in the pj's but enough knowledge to know where u do decide check the area at night and see what really goes down.
