The truth is there are obstacles to getting the right, good people in every profession .

Some will be much harder than others .

Teaching hopes to make it up by the sheer numbers of people they trap in the system..

Now you understand why the college system has that default mechanisim for forcing out teachers by default.

While not ideal candidates for teaching financially, many will stick with it , work around the current financial constraints and become excellent teachers.

If you take the shotgun approach to getting youre applicants then statistically you will fill the ranks.

Sure, I'd adjust my numbers a bit based on the particular school or class, and some teachers definitely work their way into cushier class schedules, too. But I've worked in both "good" and "bad" schools, and I think they're just exhausting in different ways. At the end of the day, 30 kids is 30 kids. Personally, I love the work, and actually prefer teaching in "bad" neighborhoods, but I couldn't do it for very many years at a stretch, and I'd never agree to do it year-round without breaks.
