You can't have street food scene without a dense city and mass transit all of which are pretty rare in the US. The only places that most Americans can find food trucks is at fairs or truck stops.
Any answer needs to be adjusted for cart per capita due to the incomparable population density of NYC. So, adjusting for population:
Portland, Oregon is an obvious answer. Its unique food cart scene has a national reputation.
I was in Asheville, NC recently and its food cart scene was diverse. I was surprised to see a Korean food cart parked at the first outdoor bar at which I spent time.
San Francisco has quite a few, but not on a par with NYC. They also sell some interesting brownies via food truck near Golden Gate Park.
