I don't know how to make it any more clear. I used to work for UPS, and there are indeed many buildings (such as mine) where this is exactly the case.

That might not be your personal experience, which is exactly why anecdotal evidence is generally worthless.

Ups and fedex doesn't have a master key where I live. But they leave packages by the front door unless the sender requires a signature. I live in a good safe area and our mail has never been stolen. Maybe that's how the neighbors feel too. But if I knew theft was a problem I would make sure I had to sign for everything.
