I am also wondering about how different levels work.
I noticed that NYS civil service publishes bargained salary grades for various titles. Each grade has a range of minimum and maximum salary figures. Do the SAT, SA, ASA titles have their own salary ranges? I tried digging in the Union's website but can only see current information for Admin SA. Thanks
Note, that this appear to have the Incumbent Minimum rates, for example it shows Staff Analyst 1 minimum as $61,686 when the actual minimum for those without 2 years' prior service is currently $53,797.
So there are SAT, SA1, SA2, ASA, AdmSA 1-4 ranges.

Thanks! looks very promising. Do agencies typically give annual increases (performance?) until salary reaches the maximum rate? Probably could make an assumption the range itself is a moving target due to bargaining between the city and the union.

No annual increases based on performance. The union usually gets 1-3% increases annually to balance inflation. You have to apply to different positions/agencies to see salary bumps.
Anyone know how promotions from Staff Analyst level 1 to level 2 work? After department approves, does it go to OMB, DCAS, or both? About how long does it take after the department approves- weeks or months?
Do you have to be working with the city for two years for such a promotion to get final approval?
You have to apply to different departments and agencies to get level bumps. You don't move up levels by staying in the same position unless you are buddie buddies with high level people.

So how does someone actually get to the maximum salary rate for he title? Once you're in the title, do you have to apply to different openings on the nyc jobs site and negotiate a new salary? I guess the lists would be irrelevant at that point.
Nypd is like 6 month processing time. You can go to other places while they do it
Same with MTA, except it might be a little bit longer than NYPD. Lol my friend waited 2 years for his position.
