That's actually not a bad number. It depends on how many units are available in total. You have to remember that a *VERY* large number of applicants do not meet the requirements for many of these lotteries. They just *apply to everything* and hope for the best, which just makes everything super slow.
I had a log number of 12682, to be exact, with no community preferences, and was called for West 42nd Street apartments last year. It took a long time seeing that I applied in Summer 2015, but it still happened. West 42nd Street had a grand total of 235 units, so it took an extremely long time to fill.
Not sure how many units are up for 27 Albany, though. If it's a large lottery (100 units or more), you stand a chance.

my log # is in the 13K range for 27 albany, no CB preference

Definitely appeal. They're supposed to state in the rejection letter on specifics. You should get the letter soon. And when you appeal, be as *detailed* as you can. The more information you can give, the better.

Actually, despite what the guidelines say, they don't have to give that much detail (you can find HPD's sample rejection letter for the marketing agents somewhere on their site). They can essentially check a box and add a few words. And that's it. They have to give you info about the appeal, though. Athough some will write a full letter, and outline exactly how they came to their decision, even including income calculations, it's not required and that's more the exception than the rule. Again, look at the sample letter.
