It’s not the job of public school to educate someone to their supposed so called ability. The parents can pay for the additional services required, if they are needed.

Most poor and working class parents (who make up the majority of students at Stuyvesant, for example), can't afford to pay for additional services/classes for their children.
Should parents of special needs children or children with learning disabilities have to pay out of pocket for appropriate classes and services for THEIR children??

Between a socialistic approach that the government knows best with a one size fits all policy... and a policy of if you don't like it you can pack sand policy, I believe individual schools and districts know what's best.
