That is odd! At the top of the ad, though, it says 28 units are available. What the breakdown is, is impossible to know.
I looked at Google street view, and it seems to be that it's an existing building. So maybe it's the type of deal that the lottery apartments are currently occupied. Then that would be similar to the situation at Stuy Town. As current residents move out, lottery people are moved in.
$2,500 for a one bedroom in doorman building is absolutely affordable for the Hell's Kitchen/Midtown border. Rent for a similar unit in nearby buildings is at least $3,500 p/month.
Holy heck did not realize that has affordable units. Looking out my living room window at the building right now. With the SO leaving full time employment we technically should fall under the AMI bracket. Might as well take a chance and apply!

Not necessarily--depends on the reason. They're trying to stop people from gaming the system, but, if, e.g., your SO is having a baby and staying home to take care of it, or some other legit reason for leaving work, you could still qualify.
That is a kind of weird area, just barely north of the Times Square influence/tourist grossness. Not so much a residential area. There's also a strip club right there that for some reason doesn't show up on Google Maps (hmmm....). I honestly don't think I'd want to live there. But it's a good value to be smack dab in the middle of Manhattan.
I have issues with groceries over there (not too many cheap alternatives), but otherwise it's great for commute. I know a few people whom live in buildings in that general vicinity. I actually passed the building last night to get to my friend at Port Authority haha.
