There are plenty of people who do drive and since many Manhattan businesses are already under heavy stress from crazy rents, reduced business (due to online) and minimum wage hikes, the loss of business from those that drive might be the difference that push them over the cliff.

Honestly who drives into Manhattan anyway? When I lived in Queens I always took the train despite owning a car and living in a 2 fare zone.

Pretty much any government worker who has the privilege to park does. They're contributing to the traffic and parking problems.
