No. Bring back broken windows. Bring back aggressive, effective policing. Beef up the NYPDs ability to deal with mass disturbances (we need the water cannon vehicles I've seen used in other cities.) Pass an organized civil disturbance law that imposes significant mandatory jail sentences for people participating in organized mass disturbance events (unpermitted protests that devolve into chaos, looting and property damage), and have even stiffer sentences for those who organize such events. Revoke the ill conceived bail reform law, and allow arrestees who display a propensity toward violent criminality to be held without bail. And beef the NYPD back up to 40,000 members.
Where are you getting the money from to pay everybody all this over time? Judges, laywers, correction officers, court clerks, police officers....where? Do you not see how the proverbial "building" is structured?
Mind you I have no opinion on the defund the police thing. I don't care if they get more money, get the same, or get less. All I'm saying is how can anybody propose anything new without a budget nowadays?
You guys really think property taxes and crime can get lower at the same time?

Dinkins also initiated a hiring program that expanded the police department nearly 25%. The New York Times reported, "He obtained the State Legislature's permission to dedicate a tax to hire thousands of police officers, and he fought to preserve a portion of that anticrime money to keep schools open into the evening, an award-winning initiative that kept tens of thousands of teenagers off the street.

And because no American in their right mind will accept being paid 40 cents per hour, which is why manufacturing was relocated off shore in the first place (capitalism baby, the same that vote financially conservative for tax cuts), and, no matter how mad they want to be at illegals, the reason why their fruits and veggies are so affordable, because your average American will never work in agricultural fields for $5/hour, for 13 hours straight.
Bringing jobs back from China, India, Indonesia, Vietnam etc... yeah... sounds great, great to hear good advice from conservatives to reverse what they profit off of, but get ready to pay 10-fold, or to have American workers with no benefits sleeping in tents and homeless shelters although being paid.
No employers will be willing to pay workers $15/hour to see shirts and jeans, and not even $7/hour.
It's not just advice form conservatives, non-globalist Democrats support it as well.
The difference would not be 10 fold. Things would even out, the working class would have more money to spend, the investor class would take a pay cut. It's the same argument for single payer national health insurance...it's a net positive for the country, but wall st hates it, so it can't happen. insurance companies are too profitable. Those profits leach off other peoples incomes..they provide no actual service, no care.
Consumer goods would become more expensive, but more people would have more money to save and spend. It would be good for the country overall. People could start having some pride in themselves. A national industrial policy makes sense, but wall st "conservatives" would hate it and Democrats only care about identity politics now, they said "*********" to working class peoples votes long ago, and instead counted on Latinos to take their place as a result of policies friendly to illegal immigrants.
I'm pumping up some laws. But the NYPD was that big before. It did that level of aggressive enforcement before, and it funded it all. Rikers is still op, it could be filled up. And the state pays for the courts IIRC.
And the city headcount has bloated up to something like 330,000 employees, I'm pretty sure as NYPD headcount stayed the same or shrank. 30K could be cut from other city agencies without anyone noticing.

As automation increases, the difference in labor cost by country becomes less relevant. Manufacturing could be brought back. There would just be significantly less humans doing it.
