Too many criminals with a new sense of invincibility.
And the city wants to shut down Riker's Island.
And where are all of the additional criminals going to be placed?
The smaller jails to be built probably won't be able to handle the influx of new criminals.
So... does this one fit the bill of all the conditions certain posters have been placing on crime before they'd "care"? Wasn't it something like, "call me when..." THIS happens?
