what is a "project" building?
is it the same as public housing..
how would i know if a building is a "project"?

It's public housing. You would probably see a signs outside saying "New York City Housing Authority."

well lets not generalize because to the naked eye that could be stuyvesant town. NYCHA signs are the giveaway. if it doesnt have an NYCHA sign its not public housing.
