I quickly silenced the guy when I loudly announced that my (insert male member slang term here) was cleaner than anything in that store, including the handle of the faucet he was using to "clean" his hands.
I keep my penis so clean that I actually wash my hands by rubbing them on it.
So why does anyone think confronting them would work? Do people secretly want to get hit in the face with a filthy urine soaked hand or something?
To shame or embarrass them so that next time they'll think twice about leaving the restroom before washing their hands so that they are not publicly shamed again.
I don't know about your neck of the woods, but in the area where I live, it seems that the majority of restrooms do have signs encouraging the practice of hand washing, in the interest of reducing the spread of disease.
Whether the "squat & run" crowd is mostly illiterate or simply doesn't spend the time to read those signs is something that I don't pretend to understand, but the bottom line is that I still see some folks who emerge from toilet stalls and immediately exit the restroom w/o washing their hands, so apparently those signs don't exert much influence over the "squat & run" crowd.
I suspect that calling those folks out won't make a difference then either.

You can try it but don't be surprised if you get a negative response from a stranger. I hope you don't get hurt.
I'd say something if the person had just gotten done dropping a deuce and didn't bother washing their hands. Urine, on the other hand, is sterile. No issues there. If they want pee-pee hands or fingers, that is their business.
Dude, it's "hand sanitizer," not "member sanitizer."
