Something similar happened to me yesterday in Fairfax County. I was waiting to get on the HOV lane at 5:54. A policeman gave me a summons for failure to obey a highway sign. I've completed some research and may fight the summons. 1. The sign "Emergency Stopping Only" isn't in the DMV Driver's manual. I checked the official guidance and found that this sign is relevant to the freeway. My question: Can the policeman enforce the sign before one gets to the freeway. The road has 6 lanes and two wide shoulders. The size of the sign should be 30" by 24". I plan to measure the sign today. This person told me that he does this every day. He waits until 5:54 and gives tickets to people leaving work waiting to get in the HOV lane. I think it is abusive and not for what the sign was intended.
