The sentiment in the first statement is absolutely true. You quickly figure out which sidestreets get you where you need to go just as quickly as the main streets and feel much safer. And going anywhere in town, except for maybe Ala Moana Mall, is much easier with a scooter than a car. I've been here since August and have been riding my moped the entire time and it's been so convenient and I highly recommend it if you're comfortable on a moped. There are parking areas along Waikiki beach specifically for mopeds so it's always easier and faster to moped down rather than take a car.
If you have a moped 50cc or less, they're essentially treated as a bicycle (with the same sort of one-time registration sticker) and they don't require insurance or any yearly registration. I'm unsure if you need a driver's license, I already had one so I didn't ask when I got my moped. And while UH Manoa does require mopeds to have parking permits to park on campus, there is ample parking in the moped lots if you do get a permit, but a lot of people just park on the sidewalk on the streets on the edge of campus and avoid the need for a permit altogether.
One last thing, although you're at a much greater risk riding a moped than driving a car, I've found that the drivers here are MUCH more aware of mopeds and motorcycles than in cities in the midwest where I've ridden before I moved out here. Even with that being said, PLEASE PLEASE PLEASE ALWAYS WEAR A HELMET if you decide to get a moped!
