Local elections are very important. It's worth the small amount of research prior to elections to figure out which local candidates best represent one's interests. If ya don't vote, ya can't b****, as my dad says.

First of all, the location that you vote, and who is on your ballot (what congressional district you are in, etc) is determined by your address. Second of all, if you move, how do you think they're going to get your ballot to you? Third, yes, it is new in CO that you have to vote in every election to be considered "active."
