Either boys need to also have to wear a tshirt - because wet tshirts are a PIA and no fun at all to wear in a pool - or let's just say the whole concept of having a pool party is off-limits. No pool parties, no activities other than those where a regular school-acceptable outfit could be worn. And this whole thing on dress codes is getting CRAZY - thank god I'm not a kid now!
I buy rash guards for my sons and daughter. We use it for sun protection. It also works to keep the swim wear more modest. Since they are made to be worn in water, they are a lot more comfortable than a t-shirt.

My daughter wore a lot of rash guards when she swim in the ocean....I had forgotten about them. we used them mist for sum protection.
Something tells me they wouldn't be allowed at this school either. There is often some stomach showing depending how tall waisted the child is and the guards are form fitting. Still if girls would be required to wear the, so should the boys
I have a genuine question for the " shaming the child" and "self esteem" crowd and I'm not trying to be difficult. Most teen/tween girls I know would probably shrug, be annoyed but cover up at the end and go about their business of having fun. My daughter gets annoyed at the dress code, complies and carries on with her business. Is this body shaming something the parents are magnifying and making an issue for their kids? Or is this having a deep psychological impact on these young ladies?
It seems this is more of a parent problem with the rules?
Boys are free to run around with little swimming pants, girls, huh, wear a shirt over a swimming suit, which from the beginning is half bigger and hides half more than boys little pants
As a matter of fact, boys in the US don't wear the European "little swimming pants" either. My nephew visited from Germany when he was about 8, and after one trip to the pool in his Speedos he begged his mom to buy him some American swim trunks that covered up a bit more.
Not saying girls should have to wear T-shirts, though.
