What opposition by city council?

We're starting the, long awaited, bike share program this month.

There is a small open plaza on the west side of 17th St across from of the Westin Hotel entrance(Liberty Place II. )Is that where it's going?

I think that's where it is going. It will be in front of Westin (?) hotel in Liberty Place.
ON market Street itself, there is literally not enough space to build this "extension", unless some part of the bldg will be demolished of course.
