How about Northern Liberties and its relation to the Market-Frankfort line? Is it close? All I know about No-Libs is that its often cited as a rising neighborhood and therefore maybe not in the $200-250k range?

Yes the El is very accessible there, very easy. I just don't think you will find much, if anything, in your price range...For that you might want to try Fishtown, Port Richmond, or further in the Northeast...the Northeast neighborhoods are much nicer than Port Richmond/Fishtown...

PhillyCarShare is the largest carsharing org. in north america. Now that flexcar and zipcar have merged and have a presence in 20 markets i'm sure it's larger than PCS but market to market PCS is the largest. I worked closely with the founders so its disappointing to see what's happening but it's still convenient.

NoLibs is between Front and 6th between Spring Garden and Girard. The el runs atop Front St. (technically in the median of I-95) and stops at Spring Garden and Girard. So, it's possible to live close to one of the two stops but it's also possible to be in NoLibs and live quite far from one. It's a great neighborhood but, in terms of buying anyway, it's out of your price range and will probably be near the top of your rental range. NoLibs is still developing but it's by no means "up and coming".

My only problem with the neighborhood is that it's cut off from Center City by I-676 and the warehouse district that borders it. Otherwise it probably has most of what you're looking for.

Because its a "suitcase" area of the city, most of the Northeast gets overlooked by outsiders but in reality you can find some great houses in some great neighborhoods, a good chunk of them near rail lines. Fox Chase has one of the best elementary schools in the city, is on a R8 train line, has some decent restaurants (not CC quality, but still good) 2 parks, a rec center, a library, and is near at least 2 supermarkets (though not necessarily walking distance). There are other neighborhoods like it as well, Somerton, Holmesburg, Pennypack.
