I have two cars that are currently registered out of state. One is a 2003 and the other a 2008. When I register in Arizona, will I get charged as if they were new since it is the first time registered in state?

Nope. It's based on what it is currently valued. In my case, I moved here a little over two years ago. I have a 1990 Ford Ranger XLT 4X4 and a 1993 Chrysler Concord and both we less than $40.00 to register. I had to register the Concord this morning and it was $34.75 for two years. You will get hit with $27.75 for each car for DEQ (Smog certification).

Yes all you're charged is the VLT (vehicle licensed tax) and emissions test fee. Here is their web site to answer all your questions: Renewal

Just make sure you allow half a day - wait times have been horrendous whenever we've gone. The emissions test was quick, though, and it is good for two years.

I thought it was every year, "no more than 90 days prior to registration date". I have a 1996 Grand Marquis that I brought out here with me. That would be great if I only have to smog it every 2 years.

Just make sure you do it soon, this is the time of the year that cops are looking for out of state plates. They've been known to wait outside of schools to see if anyone with non-Arizona plates are dropping off kids.

Smog tests are every other year.

Some vehicles are tested annually some every 2 years. You can check with the DMV for emissions testing requirements for your vehicle.

Would they be in an "ADOT Enforcement" vehicle?

I saw one of those this morning leaving a neighborhood near a school
