The buses are fine IF you live, work, play and shop along the same major road as a single bus route. Any route transfers make it about a 40-50 minute journey for what would be a 10 minute car ride. Rural, McClintock and Broadway are some streets that come to mind where the bus works well.

Way out by that address you'll find buildings are spaced quite far apart and walking is difficult at times. Just look at some satellite views of that address, you'll find over half of what you see is parking lots (wasted space IMO). You may want to live/ work a little further north if you desire a pedestrian focused lifestyle.

Is this a safe neighbourhood

It's okay. It would be nice if you could get closer to work, and there's not very much right around there except some fast food restaurants, but only you know what you can afford that gives you bus access.

It is an okay area, but if I didn't have a car I wouldn't move to that location. There really isn't a lot of shopping (grocery, etc) close.

If I was in your shoes without a car and working at the location you mentioned I would probably find a place between the work location and 40th and Chandler Blvd. At 40th and Chandler are three different grocery stores (Fry's, Safeway, and Trader Joe's) plus restaurants and a lot of other shopping in the area.

Just at a glance there is an apartment complex called Allegro Apartments in that area. I just don't know anything about it.

My main concern about living in this region without a car is how incredibly hot it gets in the summertime. I see poor souls walking, biking, or waiting for a bus in this weather and I feel bad for them. Without a car you wouldn't have any other alternative.

That area is decent if you're good with the commute on the 56 (30-40 min I'm guessing?). Crime is no concern, just be aware of your surroundings like anywhere.

You'll be having to hit Rural and Broadway Safeway for grocery or stop after work at the shopping center. You've got AZ mills as a stop on the way home. Light rail access if you take the 56 to Priest and Washington. Papago and the zoo if you stay on a bit longer. Quick 20 minutes to downtown Tempe/Mill ave by bus. Should you ever change jobs in the future, this location would be decent. Lots of companies nearby hiring like mad.
