Without knowing when you'd be driving it's pretty hard to answer your question. My commute from southern Gilbert to NW Tempe is 30 minutes when there are no traffic issues, but about an hour during peak rush hour. Accidents will add to these times, of course, and they are very frequent here for some reason. I check the traffic map before I drive to/from work, and adjust my route accordingly.

With that caveat, here is my advice. I'd completely skip the west side based on where you are working. If you don't want to live in Scottsdale, that would leave Tempe, some parts of Chandler, and Ahwatukee. The Kyrene school district has a good reputation, as does Hamilton. Queen Creek is way too far, IMO, and I'd also skip the more southern and eastern parts of Chandler.

I suppose some parts of Mesa, or the older (i.e., northern) parts of Gilbert could work, but I'm not as familiar with those areas.

Also, most of these cities are geographically pretty large, so one cannot simply ask about the commute time from, for example, Gilbert. It can easily take 20-30 minutes just to drive across Gilbert, depending on the time and the route.

The OP doesn't think budget is relative to commute time? What a joke! My guess is he wants to live further out because it's cheaper. If he were to live closer to south Scottsdale, chances are he'd be paying a lot more for a house or condo. Never mind that the long commute from practically any east Valley location will require a higher gas & car maintenance budget because of the extra mileage, and of course rush hour traffic congestion. But then he demands "decent public schools" (another huge joke) paid for by our tax money, so budget must be very relevant to the OP.
