Cap will never happen, but certainly a floor would help greatly to force low rent organizations/owners to try to field a quality team who couldn’t care less about winning if it’s going to take spending $$$ to do so.

There was some talk that the Blue Jays might use their spring training facilities in Dunedin FL. I was there this March and that field is a bit of dump. The Pirates have a gem in the Grapefruit League with LECOM.
