"The weather has placed the Pittsburgh region under a wind chill watch beginning Friday morning and going through Saturday afternoon, meaning dangerously cold wind chills are likely. That watch will become an advisory or warning if and when the weather service determines the conditions are more imminent.
The region can expect wind chills as low as 25 degrees below zero, which can cause frostbite on exposed skin in 30 minutes or less.
In the eastern ridges, the weather service says, wind chills could hit as low as 35 degrees below zero."
