Couldn't one argue that it is less expensive to provide someone w/ a phone (to help them find work quickly) than keeping them on the "system" for longer?

I have no evidence of this, just a thought.

Keep in mind .. i am very conservative when it comes to taxes and abuses in the welfare system, but I think there is a bigger picture in this case.

yes they do have those extras most of us dont have. how to reduce welfare rolls. make clients serve min 3 months of the year as a case worker, subject to same discipline, failure to meet complete compliance results in permanent ineligibility for 3 years for entire family.

I had given similar proposal for extended unemployment benefits. You get 4-6 weeks fine, after that it's 20 hours/week reporting for duties like cleaning graffiti, landscaping, painting, cleaning public restrooms, etc. something that can help the community, motivate you to find a better job, and still give you time to look for one.

I think same could work with welfare for able-bodied people, even a required couple days of week of work for the community to get benefits might be enough of a motivator.

Yes, my mother-in-law does have a free cell phone through some gov't agency. Not sure what requirement she filled, being a senior or some type of health issues.

Whew!! Lots of milage on this post!
Even though I don't have a cell phone, I know most people do and sometimes I wish I did, so I could make sure I get calls for interviews when I am out. It is entirely feasible that she had the phone before she was unemployed. You don't know a person's hardship or circumstances until you have walked in their shoes.
