Here is the key point in this story as it relates to this thread.
The Ozonders handed out 400 cards during one two-hour shift this week across the street from one of the fair's main entrances, and were taking their second shift on Wednesday. The chapter is handing out the cards throughout the fair's run, which ends on Labor Day.

..across the street from one of the fair's main entrances.." .i.e outside the fair grounds. I don't know if the Minnesota state fair allows advocacy groups to operate within the fair grounds, but if they do I bet there are restrictions.
The courts have already spoken to this issue. There was a case brought before this years Dearborn festival which outlined where and when advocacy groups could operate. The arrested group wasn't arrested for what they were advocating, but where and how they were doing it. If they do it on what is considered festival grounds then the have to obey the rules of the festival. There were Christian advocacy groups operating within the festival grounds and they were not arrested.
