Where? Never seen it here. Everything I have seen built here is built on site usually pouring concrete forms 1 floor at a time or using cement blocks and masons which is even slower.
Yep, just like when China said they were going to build a high speed rail network - which they did- in just 3 years! We have spent the last 10+ years doing "studies" just to see if it is possible! Sad really, but good for them I suppose.

Because the government owns the railroads and basically can do as it sees fit without regard for cost or individual and property rights.
Because they don't have endless regulations to deal with like we do here, nor do they have to deal with union contracts, guaranteed hours, etc.
They do have guaranteed hours all right. In fact most work 12+ hours a day, no weekends. They also don't have to consider any kind of worker safety. Great for companies. Absolutely.
Also government owns half of everything. I am not sure you would be happy with such arrangement.
