1. He's not setting a precedent, he's following one.

2. He's not ignoring the law. He is simply no longer going to spend money defending it in court cases where it has repeatedly been declared unconstitutional, since he agrees that those court decisions have been correct.

Clinton was an anti-liberal: look what he did with the genocide in Rwanda. He didn't even issue them an apology and restitution after the entire Tutsi tribe was almost obliterated. Rwanda was begging for help and the Clinton administration did nothing when they had a UN obligation to prevent or stop genocides.

As for the gay sub-culture: the Clinton administration hate homosexuals: they obfuscated their hatred with charming doublespeak and oppressive policies.

otoh, if Clinton had not signed it, perhaps the congress would have pushed for a Constit Amendment to bar marriage equality, which would have been harder to overturn at a later time.
The idea of marriage equality was a very unpopular idea at the time, and most likely would have passed, even with the huge hurdles that an amendment to the Const entails.
