Should congress make a federal law, stating that no foreigner should be allowed to work or get an work visa until all American jobs are filled?
What Congress should do is spelled out in the Constitution.
What Congress does in 2011 is dictated by lobbyist, special interest groups and big business.
Some of the largest corporations in this country lobbied for specific work visas based on telling legislators were "Shortages" in specific areas. Whether these shortages existed was and is highly debatable. Congress instead of setting up programs to train American workers to fill these jobs caved in the corporations and give tens of thousands of visas to foreing workers to come to this country.
It's perfect example of Congress putting the interests of the corporations and special interest groups ahead of the American people.

So you think legal immigrants (who are still foreigners until they receive citizenship) shouldn't be allowed to work?
That makes ZERO sense.
No illegal alien however should be allowed to work in this country.
