Should congress make a federal law, stating that no foreigner should be allowed to work or get an work visa until all American jobs are filled?

No, but employers should face major fines for outsourcing jobs or hiring illegals.

What Congress should do is spelled out in the Constitution.

What Congress does in 2011 is dictated by lobbyist, special interest groups and big business.

Some of the largest corporations in this country lobbied for specific work visas based on telling legislators were "Shortages" in specific areas. Whether these shortages existed was and is highly debatable. Congress instead of setting up programs to train American workers to fill these jobs caved in the corporations and give tens of thousands of visas to foreing workers to come to this country.

It's perfect example of Congress putting the interests of the corporations and special interest groups ahead of the American people.

Look I think everyone should have the right to hire the most qualified person for the job! Quotas in any shape or form hurts everyone in the end!

Exactly, ... how do some people think that an employer "must hire me.." over the smarter guy over there who works harder for less pay??

So you think legal immigrants (who are still foreigners until they receive citizenship) shouldn't be allowed to work?

That makes ZERO sense.
