Somalia is split into 2 different areas. One has a governemtn. One does not.

By all accounts that area without government is doing better. The people are still dirt poor, but not as poor as the side with government. And there is less crime in the area without government. They have actually come up with a privatized justice system to punish criminals that works very well.

The hijackers you hear about on tv? From the government side.

This was as of a couple years ago. Things could have changed again. I'm not sure.
