Actually it does not....otherwise Septa and PAT would be very large and better systems then what they are today.... Penndot has become a mess of corruption and thus most of the $$$ goes into Pet projects...

Restringing the GWB is not going to be cheap so the users pay. That sounds fair to me. I pay $17 per day to commute from New Hampshire to Boston. It is worth every penny.
