This is (a typically garbled) Birther lie that never dies. The Hawaii DoH has never stated this.

First, Birthers must assemble an actual case that can manage to get into court. They have proven more than 80 times already that civil court is not the way to go... only a criminal proceeding can get around the (created by conservatives) hurdle of Article 3 standing.

But of course... a criminal proceeding actual requires evidence. Make sure you let that sink in. There is no evidence that the birth certificates are fake.

Or perhaps the vetting has already been honest and no corruption is genuinely evident. Given the unremitting three plus years of epic Birther fail, the likelihood that this is the true situation simply grows and grows.

If that "fact" actually held any weight, then at least one of the court cases would've stuck.

Seeing how Obama hasn't been proven by the court as not a natural born citizen, I do believe that Birthers are still just ranting raving idiots and anyone continuing that line of thought is just a idiotic wasteful American.
