No, that is solely an issue with your understanding of the process. But for the question you ask, both, the house and the senate budget committees are expected to present their resolutions by April 1. If you read the link, you'd know.

The Democrats and Obama have no desire to stop spending. They do nothing, Ryan proposes a plan, they blast him with idiocies and still propose nothing.
We are on an unsustainable path, we just had a crisis in 2008, now we have dire warning of another. Those who refuse to do something about it when we know its coming are putting the future of this country at risk

The President offers a political pile each year that is aimed at getting the Republicans at odds as soon as possible. He is required by law to present a proposed budget for the Congress to work from and he does that but the past three years Harry Reid had proudly kept anything from happening in the way of a budget. I don't know of anything in the Constitution that calls for Dems to do anything. In fact, I don't think there was a Democrat party when the document was written.

However, Article 1, Section 7 Clause 1 of the Constitution does say that all revenue bills must originate in the House I think that a large part of every budget concerns taxation which is revenue so budgets do have to originate in the House. Although, the Senate does have a Budget Committee that hasn't been allowed to work the past three years.
