Not true. The lowliest enlisted man is obliged to refuse an order to shoot a prisoner, for instance - even if it's a 4-star general giving it. "Befehl ist Befehl" is not an excuse.
This is of course different from the entire "I refuse to carry out orders until the President shows his paperwork" BS - because not even an officer can make that claim. Would be a right to-do if that were the case.

And yes, perfectly legal. The President can order an action, but Congress controls the funding - it's called the "power of the purse" and has been an integral part of division of powers in Western society since King Charles II.
