No it can't. You have UE, food stamps, welfare, medicaid and other programs expanding and costing more.
States don't have printing presses and have to stay within their budgets.
There is no magic bullet here...you can't spend money you don't have.
And everyone cries they all need their money and won't offer up cuts.
I merely meant that if the lack of education funding in Texas is excused by "Well, there's no money in that account," it can easily be fixed by changing the accounting practices....if they want to do it.

Yes, let's look at the facts:
Who wats to cut education funds every chance they get: Not the Libs
Who wants to cut out school lunches: Not the Libss
Who wants those that can afford health insurance to have it and those that cannot afford it to suck it up: Not the Libs
Who is against child labor laws: Not the Libs
Who is against minimum wages: Not the Libs
Who is against all social programs that help needy children: Not the Libs
I could go on and on listing the facts but I do believe anyone with an operational mind knows who cares about the children in this Nation, specially those that help the needy, and who does not

What happened was that there was an drastic increase in the number of students due to people moving to Texas, If a family has triplets, did 'funding' go down? No, but spending per familiy member did, unless Dad can manage to get a raise or a second job.
And again, the main problem is clearly not money anyway. We spend more than any nation except Switzerland, yet are not in the top 20 in student performance.

All of those countries above the US and most of them have MORE liberalism. Canada, the closest thing to compare to the US, has socialized medicine, subsidized colleges, more generous social systems, higher tax rates and stronger environmental regulations. It's 5. The US is 24.
