Bath salts are sold over the counter with disclaimers on them that they are not to be "consumed". "legal" synthetic drugs and when sold in head shops you know exactly what they will be used for.

Like practically all hard drug users he started with pot, and moved to the hard stuff. DEA needs more resources in order to combat this drug epidemic.
