They can't pay taxes on their prostitution work because it's illegal. I'm guessing individual prostitutes don't pay on it at all. Prostitution rings might handle it the same way drug dealers and the mob do, and launder the money through a front business.

But who would report that and get caught? That's in the law so they can slap tax evasion charges on top of prostitution charges, etc. to get bigger conviction.

I'm sure they pay taxes, because it's legal there. Others may pay taxes too, but they wouldn't be able to list their occupation as prostitute. That's why drug dealers, prostitution rings and the mob etc. set up front businesses to launder money--they can run the money through a legal business so they can put it in bank accounts, etc. They list their occupation as business owner.
