Ummm. No. An adult has sex with a child... lock them up. If they are involved in sex trafficking... lock them up. If they are profiting from the sex exploitation of a child... lock them up.

Make room. Build new prisons. If someone has sex with a child that person gets locked away where he/she will never, ever, ever, ev-ah be able to hurt a child. Never again. He/she won't get the chance.

The Romeo/Juliet argument is nothing but a distraction to take away from the truly awful crime of adults having sex with kids.

Hurt a child. Go to prison. Simple.
