It was downgraded before the eye made landfall. It was right around the time the outer bands of the storm hit us. It didn't weaken, it lost tropical characteristics (stopped rotating and hit another cold air system). It was referred to as a "Post tropical cyclone".
Million-dollar beach front vacation homes with no flood insurance? No. Residential homes destroyed when an inland levy lets go? Yes.
I spent my childhood on Long Beach Island in NJ. I'm questioning whether or not some of these areas should be rebuilt. After 1962 my grandfather used to tell my other relatives that they were on borrowed time because someday a bigger hurricane was going to hit and the whole island would be flooded.
He never lived to see his prediction come true but it is naive to believe that even if we rebuild again these homes will be safe from another similar or larger weather event doing it all again.
The 100/500-year flood standards need to be critically evaluated.

If you would take the time to actually read, it's the % that's in question. Should a very rich area like NY City not contribute 25% to it's own infrastructure ? We are not discussing personal homes or Interstate highways here.
What is NYC's "Fair Share" as Obama likes to say ? They are many of the top 10% of the wealthiest.
Or does being a heavily democratic area mean they get more than Gulfport Mississippi received after Katrina ? It's not like NY & NJ are heavy welfare states.

I think the only reason it was downgraded was its lack of rotation, the winds were still hurricane strength. It might create some interesting insurance litigation in the states.
Also helps our nation as a whole, especially when these storms continue picking away at our country.
BTW, why hasn't the "private sector" stepped up to the plate to rebuild? Oh yea, it would not be profitable for them.
Companies are not in business for humanitarian reasons. Learn the difference.
