If New York State tax had been collected on all of these purchases, it would have generated $1.67 billion in tax revenue. The actual tax-loss figure is probably even higher, because this estimate excludes black-market and counterfeit cigarettes, which are becoming more prevalent.
If all cigarettes consumed in New York State were purchased in state from tax-collecting sources, it would generate an additional 6,776 jobs and an additional $257 million in wages. New York State’s cigarette excise tax rate is $4.35 per pack, by far the highest in the nation, and 31% to 63% higher than surrounding states, making cross-border purchases lucrative. Tribal stores continue to sell cigarettes to non-Indian customers tax-free in defiance of New York State law. There is a huge flow of smuggled product from Virginia and other distant, low-tax states."
My aunt lives in NYC. On her block there's a guy that travels for his job interstate and he's now doing cigarette runs as well. Nice little side job for him.
I'd wager this is happening in other parts of NYC as well.
People are innovative when it comes to issues like this.
For some reason lawmakers think everyone will just shut up, suck up and pay.
That turns out to be false thinking and we have recent history of taxes in various states to back that up.
Cigs were usually $10 a pack when I was in school in NYC in 2009. This led to many stores selling "loosies" for $1 a pop, another tax avoidance. Lately, I believe they are at least $12 a pack.
I've often thought of grabbing a few cartons of cigs at the duty free store and selling them in New York bars for $7-$8 a pack. Another tax avoidance for the Government and a reallllly nice profit for me. A carton is 10 packs and about $45 I believe. Almost double in profits!
To add insult to injury.... government seeks to lessen the burden on welfare queens who smoke by more need/income based program funding.
The soda tax... rake in taxpayers dollars, hand them to corn farmers to keep nutritionally devoid food artificially dirt cheap....then turn around and tax it???
Just more examples of how government is inherently inefficient and they couldn't care less...

taxing them is about all that can be done.
You don't understand. If they were that bad they would be outlawed.
But they are a revenue generator.
Something trickling in is better than nothing.
That's where I see huge hypocrisy in the government. If it's so bad why haven't they outlawed it ? They have that power. But all we ever see coming out of them are "let's tax it" instead.

NYC is a strong Dem, liberal city.
Isn't it the liberals crying "tax me more" ? Yeah..until the tax is actually passed.
