You may want to read your own link. Its higher education (College,University) that is ranked. Of course its going to have a high ranking because people actually pay directly for it out of their own pockets.

I went to methodology used to derive the rankings and under education it lists some of the following:


Do children have the opportunity to learn?

Girls to boys enrollment ratio

Gross secondary enrollment rate

gross tertiary enrollment rate

pupil to teacher ratio

Even as a whole, none of these give us a better outcome before college level. Pull SAT and ACT scores over the past 30 years. Their averages have barely moved up even with the addition of computers and calculators. The SATs went from 1600 to 2400 points on order to get a more broad question base and still little change. The ability we have, its the support of it is whats missing.

Well why would SAT and ACT scores go up? Computers and calculators don't make us any smarter.

The main problem is that we spend more time blaming the school instead of the parent and student. Several years ago my wife had three students that failed most of their subjects. Two barely turned in their homework and the other likely qualified for an IEP. The one's mother refused to allow an evaluation. What does a teacher do?

AND higher education is selective, NOT one-size-fits-all. Students are sifted and admitted on the strength of their test scores and past performance.

Also note that there are very highly ranked and selective state schools that are publicly funded, so not all costs are paid by the students. UC-Berkeley, Virginia, Michigan, etc., come to mind.

The solution is to make education a priviledge and not a right JUST LIKE DRIVING. If your kids misbehave and cause trouble, they should be expelled. That way only the kids that value education and want to learn will be there.
