From my reading, I got that they are trying to make pedophilia (the attraction) less stigmatized so more people will go get help before they commit pedophilia (the action) and harm a child.
That's an important point, and it also implicates our current psychotic laws that turn therapists into law enforcement. That alone has prevented who knows how many offenders from seeking meaningful treatment.
Don't forget, we have a lot of immigrants that come from countries that allow this and marry off their daughters at a very young age to older men. It's quite acceptable in their culture.
And if we're going to go all "multi cultural" then.......

If the daughters are of child-bearing age, that's not likely to qualify as pedophilia regardless of any "cultural" standard, ours or theirs. Pedophilia is a psychiatric category, not a legal or cultural category.
Well, pedophiles are notoriously difficult (if not impossible) to actually 'treat' to the point where they no longer find pedophilia to be stimulating, so I'd say there may be a strong case for saying it is an orientation impossible to change - best case is for them to keep it to themselves I suppose. The problem, obviously, is that children can't consent and the larger cultural atmosphere discourages the behavior, so natural consent is generally precluded in contemporary times, so while it may be a 'natural state' it is one that will continue to be illegal. It has been sanctioned, to varying degrees, by societies in the past - notably the Greeks - but that sort of thing is probably the exception.

You don't need to go so far. You can still marry at 13 in Tennessee.

This is quite true. Unfortunately it is often confused with pseudo-facts such as "pedophiles/sex offenders/molesters have an exceptionally high reoffense rate." That misconception has been proven false many times over, for at least 15 years, but people keep repeating it.

Sexual predators cannot be rehabilitated until they're dead, and they always re-offend, unless they're locked up or dead.
It's been 5-6 years now, but they tried to stick an half-way house for sexual predators in Hamilton in neighboring Butler County. This wench had some kind of "new therapy" that would supposedly save them or something. As soon it was learned that no sexual predator in the history of the world has ever been rehabilitated, that was it.....end of debate. County zoning board unanimously voted not, county commissioners unanimously voted no, and the city council unanimously voted no.
Since we all know money falls out of the sky, you should spend $Gazillions trying to fix something that is irreparably broken, you know, 'cause it makes a lot of sense, right?
