It's not anyone else's place to soothe your psyche. If a business can do whatever it decides is best for them the criminals will not know who is carrying and who isn't and there is no need to encourage anything.

Many places know that the odds of them getting robbed are just slightly above none. Places have been in business decades without ever getting robbed. In the big picture few places get robbed. There is no reason to "encourage" those who want to run their business as they see fit to run it any other way.

Many businesses have a no-weapons policy. This bill would require that such businesses hire armed guards.
If they pass a law requiring business owners to have armed guards, the gun-grabbers would have to repeal this law before they can make one prohibiting business owners from having armed guards.

I'm fairly certain if they pass a law requiring this, they are not going to enforce it.
