I think the freak out part is more due to SOTU.

I read the article.

In the OP you indicated that this shows the weakness of Obama and that it's embarrassing for the US. But from that perspective what it really shows is that we have continued weakness from Bush's era since it's been happening since then. It was hardly considered embarrassing when the same thing happened when Bush was president. It's hardly embarrassing now.

It didn't happen over "Guam on Feb. 12 local time—hours before President Barack Obama’s state of the union address". The SOTU was at 9pm Eastern which is noon Guam on February 13th. Highly unlikely that the Russians timed this for the SOTU.

09 Aug 2007 (must have been to embarrass Bush as he was chopping wood)
Russian bombers are reported to have buzzed an American military base for the first time since the Cold War when they flew over the Pacific island of Guam.
According to Gen Androsov, American fighters took off from an aircraft carrier and tracked the bombers until they left Guam's airspace. "We exchanged smiles and returned home," he said.

No this has nothing to do with Bush. Bush was a strong leader and took out a terrible dictator. The Russians saw weakness in Obama when he was bowing to leaders of inferior nations to the U.S. They see weakness in Obama when his plans to cut our nuclear arsenal by 1/3. They saw weakness in Obama when he abandoned our missile shield in Europe, namely Poland and the Czech Republic due to fierce Russian opposition from Putin. Obama defines weakness, not strength when it comes to our national security.

Were they armed with nuclear weapons like they were this time?
